I'll reset it, close the door, then it starts to pay out. It will dump about 10 coins, then lock up and flash 3300, and the light on top of the machine will start blinking. On the 044 MPU Board all of the Green and Amber lights are solidly lit, but the Red light keeps slowly flashing and the machine is dead, No Boot No Video. The lights and fans do come on fine, but the monitor does not come on, and there is no static feel if you touch the screen.

This FAQ explains the meaning of those different LED indications.

When all the LEDs are off, the power switch is off.
When the Status LED is dimmed (Green), the printer is in SLEEP mode (Power Save mode) or Deep SLEEP Mode (reducing more power consumption than Sleep mode). Pressing the Go button wakes up the printer from Sleep mode to Ready mode.
When the LEDs are on or flashing, an error may occur. Check the meaning of LED indication.
